2025 Industry Council Elections

This October, RECA licensees will elect new representatives to Alberta’s four Industry Councils. Successful candidates will begin their terms on December 1, 2025—helping shape the licensing requirements and standards of practice for their industry.

To ensure a fair, transparent process, the RECA Board of Directors has appointed MNP as the official Election Officer under sections 3.5 and 3.6 of the Real Estate Act Bylaws. MNP will validate candidate eligibility, supervise nominations, and certify election results in accordance with the Industry Councils’ Election Policy set by the Board.

Each Industry Council is made up of three elected licensees and two public members appointed by the Minister of Service Alberta and Red Tape Reduction. Together, they set the bar for ethics, competence, and professionalism in Alberta’s real estate, mortgage brokerage, condominium management, and property management sectors.

By upholding rigorous licensing standards, proactively addressing fraud, and enforcing rules firmly but fairly, Industry Councils help ensure a marketplace where Albertans can buy, sell, and manage property with confidence.

From August 11 to September 9, 2025 (4:00 pm MST), eligible licensees can submit their candidate packages to the Election Officer for review and validation.

How to Apply

  • Review the Candidate Information Package for eligibility requirements (basic criteria plus any industry-specific requirements set by your Industry Council under the Board’s Election Policy).
  • Submit your completed package early—this gives the Election Officer time to review and validate it.
  • Incomplete or late packages will not be accepted after 4:00 pm MST on September 9, 2025.
  • Send your package directly to RECAelection@mnp.ca.

Voting Period: September 12 – October 22, 2025 (4:00 pm MST)

If you’re licensed at the time of the election and registered with an Alberta brokerage, you can vote for candidates in the Industry Council(s) that match your active licence(s) (see “Multiple Authorizations” if you hold more than one).

How Voting Works

  • Voting is anonymous.
  • The Election Officer will email your ballot to the address listed in your myRECA account.
  • Update your email in myRECA by October 1, 2025 to make sure you receive your ballot.
  • Submit your vote before 4:00 pm MST, October 22, 2025.

To run in an Industry Council election, you must meet all of the following requirements:

1. General Requirements
Meet all criteria under the Real Estate Act, the Real Estate Act Bylaws, and the Industry Council’s Elections Policy.

2. Required Submissions
You must submit the following, in the form prescribed by the Board, to the Election Officer:

  • Candidate Declaration to the Board (via the Election Officer).
  • Endorsements:
    • Residential Real Estate Broker, Commercial Real Estate Broker & Commercial Property Manager, Mortgage Broker: Minimum 10 endorsements from licensees in the same industry sector.
    • Residential Property Manager (including condominium management): Minimum 5 endorsements from licensees in the same industry sector.
    • Resume or curriculum vitae clearly showing your industry experience in the sector you seek election for.
  • Suitability Statement:
    • Either a video (max 3 minutes) or a written submission (max 700 words) explaining your suitability for the relevant Industry Council.

3. Additional Conditions

  • You may only submit a Candidate Declaration for one Industry Council, even if you are licensed in more than one.
    You must attest—by signature or electronic acceptance—that all information in your candidate package is true.
    If any part of your submission is found to be dishonest or willfully misleading, you will be deemed ineligible by the Election Officer and may be removed from the Industry Council in accordance with the Real Estate Act Bylaws.

Of the three (3) elected Residential Real Estate Broker Industry Council licensees:

  • One (1) must be a real estate broker who has been actively managing a licensed Alberta brokerage for at least five (5) years, with a minimum of five (5) other residential real estate licensees registered.
  • One (1) must be a residential real estate associate who has been actively trading in residential real estate for at least five (5) years.
  • One (1) must be a real estate broker, a real estate associate broker, or a residential real estate associate.

Of the three (3) elected Commercial Real Estate Broker and Commercial Property Manager Industry Council licensees:

  • One (1) must be a commercial real estate licensee practicing in urban commercial real estate.
  • One (1) must be a commercial real estate licensee practicing in rural real estate (agri-business).
  • One (1) must be a property manager licensee providing commercial property management services.

Urban Commercial Real Estate
As part of their candidate declaration, each licensee practicing in urban commercial real estate must affirm, in a form prescribed by the Board:

  • That 70% or more of their business is in trades of urban commercial real estate; and
  • That they have completed fifty (50) or more commercial transactions in the past five (5) years, either themselves or by someone directly reporting to them.

Rural Real Estate (Agri-Business)
As part of their candidate declaration, each licensee practicing in rural (agri-business) real estate must affirm, in a form prescribed by the Board:

  • That they have completed thirty (30) or more trades in rural (agri-business) real estate within the past five (5) years; and
  • That they have broad and diverse experience in both rural (agri-business) trades and rural zoning levels.

Commercial Property Management
As part of their candidate declaration, each licensee providing commercial property management services must affirm, in a form prescribed by the Board:

  • That within the past three (3) years, they have managed a commercial property portfolio of at least 500,000 square feet with an asset value of at least $300 million.

Of the three (3) elected Residential Property Manager Industry Council licensees:

  • One (1) must practice mostly or exclusively in the condominium management sector.
  • One (1) must practice mostly or exclusively in the residential property management sector.
  • One (1) must practice mostly or exclusively in condominium management, residential property management, or both.

Any mortgage licensee who meets all requirements stated in the Industry Council’s Elections Policy, the Real Estate Act, and the Real Estate Act Bylaws is eligible to be an election candidate for the Mortgage Broker Industry Council.


RECA licensees are eligible to vote in elections for the sectors in which they hold an active licence. If a licensee holds multiple authorizations (for example, in residential and commercial real estate), they can vote in the elections for each of those Industry Councils.

Examples:

  • If you are authorized in both residential and commercial real estate, you can vote in the elections for both the Commercial Real Estate Broker and Commercial Property Manager Industry Council and the Residential Real Estate Broker Industry Council.
  • If you hold a property management authorization and primarily practice commercial property management, you will vote in the Commercial Real Estate Broker and Commercial Property Manager Industry Council and will not vote in the Residential Property Manager Industry Council. If you do not actively practice property management despite being authorized, you will automatically default to voting in the Residential Property Manager Industry Council.

GENERAL INQUIRIES
Who is the Election Officer?The RECA Board of Directors (Board) appointed MNP LLP as the Election Officer.

The Election Officer is a qualified firm, independent of the Board, Industry Councils, and RECA staff. The Election Officer supervises, validates, and certifies the results of the nominations and elections.
How long is the term of an elected member?The term of each elected Industry Council member is three (3) years, commencing December 1, 2025.
I have questions for the Candidate(s), how can I contact them?Questions must be sent directly to the Candidate(s). RECA and the Election Officer will not relay questions to the Candidate.

FOR VOTERS
Who can vote in this election?A licensee is eligible to vote in an election for an Industry Council member if, at the time of the vote, the licensee is registered with a licensed Alberta brokerage in the relevant industry.
When do voting polls open?Polls open (voting begins) October 14, 2025 at 9:00 a.m. (MST)
When do voting polls close?Polls close (voting ends) October 22, 2025 at 4:00 p.m. (MST)
When will election results be announced?On or before October 24, 2025
What is the voting process?Anonymous ballots will be distributed by the Election Officer to the email address
recorded in myRECA.

Please log in and make sure your email is current in your myRECA account by October 1, 2025 at 12:00 PM (MST).

Failure to update your email in myRECA can result in you not receiving the anonymous ballot.
Can I vote for multiple seats, if I have more than one licence?RECA licensees can vote in the elections in the sectors in which they hold an active licence (provided they are registered with an Alberta brokerage) at the time of the election.

If a licensee holds multiple authorizations (for example, in residential and commercial real estate), that licensee can vote in the elections for each of those Industry Councils.

Examples:
• If you are authorized in residential and commercial real estate, you can vote in the elections for both the Commercial Real Estate Broker and Commercial Property Manager Industry Council and the Residential Real Estate Broker Industry Council.
• If you hold a property management authorization, and you primarily practice commercial property management, you will only vote in the Commercial Real Estate Broker and Commercial Property Manager Industry Council election and will not vote in the Residential Property Manager Industry Council election.
• If you do not actively practice property management despite being authorized to do so, (for example, you are a real estate broker), you will automatically default to being able to vote in the Residential Property Manager Industry Council.
I did not receive my ballot, and it is past October 14, 2025. How can I receive my ballot?• Ensure your email is up to date within myRECA
• Ensure you meet the voting requirements (ie; that you are currently licensed with a registered brokerage in Alberta at the time of the election)
• Check your email inbox and junk/spam folders for the MNP email, sent through Simply-Voting
• Search for keywords in your inbox “Simply Voting” “MNP”, and “Election”
• If nothing is found, email the Election Officer at RECAelection@mnp.ca and request a new/reissued ballot (one anonymous ballot, per licensee)
FOR CANDIDATES/NOMINEES
What are the nominee requirements?The Board, in consultation with each Industry Council, may set candidate requirements in addition to the requirements under the Real Estate Act and Bylaws.

What is my Conduct ID? Candidates an find their Contact ID on the My Account tab of their myRECA account.

Anyone filling an endorsement form will need to provide their Contact ID.
How are Board/Industry Council members compensated for their time?Board and Industry Council Members, Industry Council Members receive an annual retainer, paid monthly, to secure overall governance services provided by Industry Council Members.

Annual retainers for Board and Industry Council Members are:
• Industry Council Chair: $7,000
• Industry Council Member: $5,000
• Industry Council Chair Roundtable Member: $3,000
• Board Member: $5,000

How many seats are available?There are three (3) seats available on each of the four industry councils. (See pages 7 – 10 of the Industry Council Elections 2025 Candidate Information Package for the requirements.) Candidates must meet the basic (Real Estate Act and Bylaws) and additional eligibility requirements (set by the Board through consultation with each Industry Council).

Below are simplified seat details:

Residential Real Estate Broker Industry Council:
• One (1) real estate broker licensee
• One (1) real estate associate licensee
• One (1) real estate broker, real estate associate broker, or real estate associate licensee

Residential Property Manager Industry Council (which includes condominium management)
• One (1) condominium management licensee
• One (1) residential property manager licensee
• One (1) licensee who practices in condominium management, residential property management, or both

Commercial Real Estate Broker and Commercial Property Manager Industry Council
• One (1) commercial real estate licensee practicing in urban commercial;
• One (1) rural real estate licensee (agri-business); and
• One (1) property manager licensee providing commercial property management services.

Mortgage Broker Industry Council
• Three (3) mortgage broker licensees, of any class, (broker or associate)
What is the deadline to submit my Candidate Package?You must submit your complete Candidate Package to the Election Officer review and validation by 4:00 p.m. (MST), September 9, 2025.

Any incomplete or deficient package will not be eligible after 4:00 p.m. (MST) September 9, 2025. The Election Officer encourages you to submit early, to allow for appropriate, and timely review and validation.
Do I have to provide a statement or video?Yes, candidates must provide a video no longer than three (3) minutes or a written submission no longer than 700 words explaining their suitability for the relevant Industry Council.

Do I have to provide a photo?

No, a photo is not required, but it is encouraged.

Do my endorsers have to be licensed in the same industry?Yes, endorsers must be actively licensed, by the same Industry Council as the candidate, and must practice in the same industry sector at the time of endorsement.

Where do I submit my Candidate Package?Your completed Candidate Package must submitted, by email, directly to MNP LLP, Election Officer, at RECAelection@mnp.ca

When can I submit my Candidate Package?Submit your Candidate Package to MNP, the Election Officer, between August 11, 2025, and September 9, 2025 (ending at 4:00 p.m. MST). Your completed Candidate Package must be emailed to RECAelection@mnp.ca

The Election Officer encourages candidates to submit their packages early, to allow for appropriate, and timely validation and review.

How do I know if my Candidate Package was received by the Election Officer?You will receive an automated email response from MNP confirming receipt of your email.

You will receive a further email within 48 hours of the automated response (not including weekends), to notify you of any insufficiencies or defects with your Candidate Package. Any incomplete or deficient package will not be eligible after 4:00 p.m. (MST) September 9, 2025.

What do I do now?
If you have not received the automated email response after emailing RECAelection@mnp.ca please:

• Check your junk/spam inbox for the MNP auto-response email
• Check your email outbox - make sure the email is not stuck in a “send” state
• Check your internet connection
• Ensure that you have the correct email address of RECAelection@mnp.ca
• Ensure your attachment is not too large to email
• Attempt to re-send your Candidate Package

If, after trying the above, you still have not received the automated response, your email did not go through.

When can I begin campaigning? The Election Officer, MNP LLP, will announce candidates on September 12, 2025. If you have received confirmation that you are a candidate, you may begin campaigning on September 12, 2025.

Campaigning remains open until polls close at 4:00 pm (MST) on October 22, 2025.
