Stakeholder Engagement at RECA

RECA recognizes that engaging with stakeholders is critical for fostering constructive relationships, enhancing decision-making, and achieving better regulatory outcomes. Stakeholders are identified based on their interest and potential impact, and prioritized according to their significance to RECA’s mission.

RECA’s Board approved an updated Stakeholder Engagement Policy in July 2025. 

The Stakeholder Engagement Reporting Guideline is a companion document to the Stakeholder Engagement Policy that describes how Board and Industry Council members will report their various types of stakeholder engagement.

Stakeholder Consultations

RECA regularly consults with stakeholders on regulatory strategy, standards of practice, and other issues affecting the real estate (commercial, rural, residential, property management), mortgage, and condominium management industries. As a leader in Alberta and across Canada, RECA also participates in consultations led by other bodies, including the Alberta government.

 

Previous Consultations

Real Estate Act Rules Review 

The Real Estate Act Rules set out how licensees operate in Alberta, including licensing structures, standards of practice, and requirements to protect consumers. First introduced in 2006, the Rules were reviewed as part of RECA’s 2022–2025 Strategic Plan to ensure they remain current and effective.

The review was completed in three phases to gather input from stakeholders throughout the process:

Phase 1 (completed May 2023): Key stakeholders shared feedback on the current Rules
Phase 2 (Fall 2023 – June 2024): All licensees and stakeholders provided feedback on proposed updates
Phase 3 (September – November 2024): Key stakeholders reviewed and provided input on refined proposals

Stakeholders play an important role in RECA’s regulatory environment. They represent the individuals and groups who are impacted by RECA’s decisions, policies, and activities, and whose perspectives help inform effective, balanced regulation.

  • Consistency – Stakeholders are treated equally, with transparent, agenda-driven meetings focused on regulatory issues.
  • Effectiveness – Engagement activities maximize participation while minimizing costs.
