Hearings and appeals are formal regulatory processes used to determine whether a licensee has engaged in conduct that may warrant a sanction under the Real Estate Act or Rules. These proceedings are similar to court processes and follow established procedures to ensure fairness, transparency, and due process.
Hearing Schedule
The notices of hearing detail the allegations against the licensee, indicate the date on which the hearing will proceed, and the names of the Hearing Panel members. A Notice of Hearing is not a finding of guilt or misconduct.
Disciplinary hearings and appeals are open to the public. Space at a hearing is limited. Licensees and members of the public who wish to attend must contact Carolyn Thompson, Hearings and General Counsel Administrator at cthompson@reca.ca, no less than 24 hours before a Hearing to indicate their attendance. Members of the media who wish to attend a Hearing are required to register in advance by emailing communications@reca.ca.
All hearings will be held virtually until further notice.

Hearings
Hearings
Hearing panels review evidence to decide whether a licensee’s conduct is deserving of sanction. Panels have the authority to:
- Hear testimony and review evidence
- Question witnesses under oath
- Exercise many of the same powers as a civil court during a trial
Appeals
Appeal panels review decisions made by hearing panels. An appeal panel may:
- Uphold the original decision
- Modify the decision
- Quash the decision
- Refer the matter back to the hearing panel for further consideration
Panel Composition
Every hearing and appeal panel is made up of at least three members, including:
- At least one licensee
- At least one member of the public
- The number of public members cannot exceed the number of licensee members
This composition helps ensure balanced, independent decision-making.
Self-Represented Program
The Self-Represented Program supports licensees and individuals who choose to represent themselves at a RECA hearing or appeal.
While RECA strongly encourages licensees to obtain legal counsel, self-representation is a personal choice. Hearings and appeals are formal legal processes, and individuals without legal representation may find them challenging to navigate. This program is designed to help self-represented participants better understand the process and prepare for what to expect.
