Eligibility

  1. Complete the online Education Eligibility Application Form on the Real Estate Council of Alberta (RECA) website. Once you submit the completed form online, you will be prompted to print the form. Initial Sections D and E and sign and date Section F Acceptance and Acknowledgement on the printed form. Submit the original, completed and signed form by mail or in person at the following address:

  3. Provide a copy of your birth certificate, citizenship card or permanent resident card and a copy of one piece of government issued photo identification from the list below:
    • Current Canadian Passport
    • Alberta driver’s licence
    • Canadian Forces ID card
    • Government issued ID by another province
    • Canadian municipal, provincial, or federal police ID

    The last name on your identification documents must match the name on the Education Eligibility Application Form. If the last name on your identification documents is different from the name indicated on the Education Eligibility Application Form, proof of name change must be provided, such as your marriage certificate or your legal name change document.

  4. English is the language of instruction in all RECA education courses and is consistent with the Alberta business environment. All applicants must be able to demonstrate proficiency in the English language by meeting one the following requirements:
    • High school or post-secondary diploma or degree from an English-speaking Canadian school or a recognized international English-speaking school
    • Test of English as a Foreign Language (TOEFL) score of 560 or higher on the paper based test, or 83 or higher on the Internet-based test (TOEFL 1-800-468-6335)
    • International English Language Testing System (IELTS) overall score of 6.5 or higher, with a minimum of 6.0 in each skill area
    • Canadian Academic English Language Assessment (CAEL) score of 6.0
    • Canadian English Language Proficiency Index Program (CELPIT) – Language Proficiency Index (LPI) score of Level 4 in all skill areas
    • Canadian Language Benchmarks Assessment (CLBA) minimum score of 7
    • Successful completion of:
      • SAIT – English Language Foundations (ELF) Level 4
      • Bow Valley College – English for Academic Purposes (B+)
      • Chinook Learning Services – Accelerated Academic Preparation 2 (75%)
      • University of Alberta – English as Second Language (ESL) 140/145
      • NAIT – English as Second Language (ESL) 140/145

    An official transcript or confirmation document must be sent from the issuing institution directly to RECA at the address noted in item 1.

  5. Official letter confirming membership in good standing from one of the following professional appraisal associations mailed directly to RECA:
    • Alberta Association of the Appraisal Institute of Canada
    • Canadian National Association of Real Estate Appraisers
    • Alberta Assessors’ Association

RECA will contact you if there is an issue with any of the documents you have sent. In addition, RECA will contact you by email upon approval of eligibility. Please allow up to two (2) business days upon receipt of your final document for processing of your eligibility application.


Privacy Policy
RECA maintains reasonable and systematic controls, schedules and practices for information and records retention and destruction which apply to personal information. RECA may share this information with other course providers for determining eligibility to enroll in these courses.
As part of RECA Education’s course enrollment process, learners are required to indicate that they agree to RECA’s collection, use, and disclosure of their personal information for determining their eligibility and enrollment in any pre-licensing or re-licensing education courses, licensing and other regulatory purposes under the Real Estate Act, in accordance with the Personal Information Protection Act (PIPA).

Abandonment Policy
The Education Eligibility Application Form will be considered abandoned and all documents in support of the application will be destroyed if RECA has received the application and/or incomplete documentation in support of the application and there has been no activity by the applicant in regards to the application for a period of 180 days.

Suitability Review
If an individual has a criminal record, bankruptcy or disciplinary action by other organizations in his or her past, he or she has the option of requesting a suitability review by the Executive Director prior to completing the education requirements for licensing. To apply for a suitability review, an individual must complete the suitability form, submit the fee, pursuant to the Fee Schedule found on the RECA website, and forward any supporting documents requested by the Executive Director to RECA.

 

Education

The Real Estate Council of Alberta (RECA) takes an active role in the design, development and delivery of pre-licensing education programs for industry professionals and those wishing to become industry professionals. Those individuals who wish to become licensed for the first time as a real estate appraiser or real estate appraiser candidate must complete the Real Estate Appraisers Program (AP).

AP is comprised of one course entitled, Real Estate Appraisal in Alberta, and one final exam. The course is required education for real estate appraisers and candidates who wish to become licensed by RECA in order to perform appraisals in Alberta on a fee for service basis. The course is available online through RECA Education (www.reca.ca) and can be completed at the learner’s pace and convenience. However, the education requirement, which includes the online course, final exam and a final exam re-write, if applicable, must be completed within 120 days from the date of course purchase in order to be valid for licensing.

Completing AP
The Real Estate Appraisal in Alberta course provides eligible learners throughout the province with easy and convenient access to real estate appraiser pre-licensing education. Although the course assumes that the learner is a real estate appraiser or a real estate appraiser candidate, it is intended to help these individuals develop work-ready competencies for compliant practice in Alberta as industry professionals.

The Real Estate Appraisal in Alberta course covers information related to the practice of real estate appraisal in Alberta on a fee for service basis, and includes such topics as the legislative requirements for the profession, information on how to use RECA Online, Real Property Law, Contract Law, Mortgage Fraud and Ethics and Professional Conduct. The course content provides relevant information, practical examples and learner engagements through a combination of instructional text, narration, graphics and activities.

The course concludes with a final exam which requires a minimum score of 70% to pass. The fee for the Real Estate Appraisal in Alberta course is $1200, which includes the online course, the course manual, and one exam fee. Payment for the course must be made at the time you enroll and any final exam proctoring fees are the responsibility of the learner. Once learners have successfully completed the AP course and final exam, they may apply to be licensed as a real estate appraiser or real estate appraiser candidate by RECA.

Enrolling in AP
An individual must be eligible to enroll in the Real Estate Appraisal in Alberta course. Once an individual has become eligible to enroll in the course, the course can be completed online through RECA Education which is located on the RECA website.
